Human Resource Development: A Warm Hello

The effectiveness of public and private sector tourism institutions as well as the quality of service provided by front-line tourism personnel is the key success factor for any destination. The right hosting attitude and quality of service elements do not arise on their own but  must be consciously developed in the framework of long-term human resources development (HRD) strategies and short to medium-term HRD and organizational development action plans. As part of a comprehensive tourism development plan, or as separate assignments, APPI has developed capacity-building plans and programs at the institutional level, as well as on the individual level.

Manpower Planning for Tourism
As part of its tourism master planning projects, APPI has drawn up manpower plans and manpower supply and demand forecasts for  tourism bureaus; national tourism organizations; and for hotels/integrated resort projects.

Tourism Education
APPI has successfully designed  a Tourism Education degree program for a university in the Philippines and an executive development program in coordination with the Asian Institute of Management.

Capacity Building
More than skills training, capacity building includes institutional development which addresses the legal and regulatory frameworks of an organization so that its human resources can perform their tasks at an optimal level. An example was work done for the Philippine Dept. of Tourism (DOT) where APPI designed and conducted a series of programs to upgrade the capacities of DOT management and rank and file in tourism development planning; destination marketing; research and statistics; investment promotion; and local governance.

Skills Training
APPI conducts technical and vocational training in the areas of food and beverage service; bartending; front office reception; housekeeping; customer service. Training programs range from one week to one month, depending on the training needs analysis we conduct for a particular group.

An ongoing program is the training of travel agents through the Travel Agency Operations Seminar (TAO). Now on its 13th year, this training program has been especially designed by APPI for people who want to put up their own travel agencies as well as for professionals who want to upgrade their skills in managing their travel and tour businesses. TAO is accredited by the Department of Tourism, and is taught by industry practitioners who give practical tips and guidelines on how to operate a successful travel agency business.
